This bill allows the Megasite Authority of West Tennessee, a public entity overseeing a large industrial development, and local law enforcement agencies to enter into written agreements to enforce state traffic laws on specific private roads within the megasite. These "designated private megasite roadways" are privately owned and not public streets, but will be clearly defined by legal descriptions or maps in the agreement. The agreement requires the private road owner to install and maintain traffic control devices and speed limit signs that meet state standards, and to post clear notices that state and local traffic laws are enforced. Sworn peace officers from the authorized law enforcement agency can then patrol these private roads, issue citations, and impose fines as if they were public streets, but this enforcement does not make the roads public or transfer any maintenance responsibilities to the government. This provision specifically excludes private security personnel from exercising law enforcement powers and does not prevent other law enforcement agencies with jurisdiction from enforcing traffic laws on these roads.
