Bill Summary
Western Virginia Public Education Consortium; governance; funding; duties. Makes several changes relating to the Western Virginia Public Education Consortium (the Consortium), including (i) clarifying that the establishment and maintenance of the Consortium is subject to the appropriation of funds by the General Assembly and providing that if the Western Virginia Public Education Consortium is not funded by a separate appropriation in the general appropriation act for fiscal year 2027, it shall expire on January 1, 2027; (ii) adjusting the membership of the governing board of the Consortium to accurately reflect school division consolidation that occurred after the Consortium's initial establishment; (iii) changing the membership requirements of members of the Senate and the House of Delegates from enumerating the specific Senatorial or House Districts from which each member must be from to requiring each such member to represent a Senatorial or House District in which at least one of the counties or cities included in the Consortium pursuant to applicable law lies; and (iv) removing the requirement for the governing board of the Consortium to develop and maintain linkages with schools and school divisions in Northern Virginia to promote enhanced usage of educational technology.
AI Summary
This bill makes several changes to the Western Virginia Public Education Consortium, a group focused on improving education in that region. Firstly, it clarifies that the Consortium's existence and operation depend on funding from the General Assembly, the state's legislative body, and if it doesn't receive a specific appropriation in the 2027 budget, it will cease to exist on January 1, 2027. The bill also updates the membership of the Consortium's governing board to reflect recent consolidations of school divisions, ensuring the board accurately represents the current structure of local education systems. Additionally, it modifies the requirements for legislative members on the board, shifting from specifying exact House and Senate districts to requiring them to represent districts that include at least one county or city within the Consortium's defined region. Finally, the bill removes a previous requirement for the Consortium to build connections with schools in Northern Virginia to boost the use of educational technology.
