This bill amends Kentucky law to ensure students receive adequate physical activity during the school day by requiring each school council, or the principal if there is no council, to develop and implement a wellness policy. This policy must include a minimum of 30 minutes of recess for students in kindergarten through 5th grade during each full instructional day and 15 minutes on early dismissal days, defining "recess" as supervised, unstructured time for physical activity and social engagement. For students in grades 6 through 12, the policy can allow up to 30 minutes of recess per instructional day, with a minimum of 15 minutes if offered. The bill also permits appropriate supervised physical exercise to be used as a student discipline tool during recess, but prohibits denying recess unless a student's participation poses an immediate safety threat. Furthermore, these wellness policies must be adopted and implemented before the start of the 2026-2027 school year.
