This bill amends existing Wyoming law concerning the return of absentee ballots by prohibiting the use of drop boxes for collecting these ballots. Specifically, it adds language to the law that states no county clerk, election staff, public employee, or election official can establish or use a drop box for collecting absentee ballots, and no person can deliver an absentee ballot through such a box. The bill defines a "drop box" as any container designed to receive absentee ballots or other documents that would allow for ballot delivery outside of mail or hand delivery to the clerk. If a ballot is improperly delivered to the county clerk via a drop box, the clerk can notify the elector that their ballot is spoiled. The bill also specifies an immediate effective date upon completion of all necessary legal steps for a bill to become law in Wyoming.
