This bill authorizes the issuance of distinctive "Invisible Disability" license plates for motor vehicles in Alabama, defining an "invisible disability" as a physical or mental condition that may hinder communication with first responders, including a wide range of conditions such as autism spectrum disorder, traumatic brain injury, schizophrenia, Alzheimer's disease, PTSD, epilepsy, developmental disabilities, diabetes, heart conditions, and cognitive disabilities. Vehicle owners who are Alabama residents and have been diagnosed with an invisible disability, or individuals who are the primary caretakers of someone with such a diagnosis, can obtain these plates by applying to the appropriate local official, complying with standard vehicle registration and licensing laws, paying regular plate fees, and an additional annual fee of forty dollars. To qualify, applicants must provide proof of diagnosis from a licensed physician. These special plates will be valid for five years, after which they can be renewed as conventional, personalized, or new "Invisible Disability" plates. The design of the plates will be handled by Kulturecity, Incorporated, subject to approval by the Commissioner of Revenue. Importantly, proceeds from the additional forty-dollar fee, after deducting production and administrative costs, will be sent monthly to Kulturecity, Incorporated, to support their mission of creating sensory accessibility and inclusion for individuals with invisible disabilities in the state. The bill also grants the Department of Revenue the authority to create rules to implement these provisions and will take effect on October 1, 2026.
