This bill establishes a new "Office of Special Investigations" within the Department of Health and Senior Services to aid in investigating cases of abuse, neglect, and exploitation of "eligible adults," which are defined as individuals with the same meaning as in section 192.2400 of existing law. This office will investigate or assist in investigations at the request of law enforcement agencies, prosecutors, or staff from the division of senior and disability services, and will coordinate with and provide expertise or training to these entities for investigations and prosecutions. Investigators who are licensed peace officers will have arrest powers limited to offenses involving eligible adult abuse, neglect, or exploitation, and situations of imminent danger. The director of the department can subpoena records for investigations, and certain investigation records will be publicly available like other law enforcement records, while other records will follow existing disclosure rules.
