This bill makes several changes to public education in Washington state, including adjusting the minimum anticipated lifetime for certain school buses to 120 months for category A and 180 months for categories C and D, and reducing the reimbursement for zero-emission school buses to 33% of the category quote for a few school years. It also modifies the "transition to kindergarten" program by establishing criteria for prioritizing funding to schools in areas with limited childcare access and for students who are low-income, lack access to licensed childcare, are eligible for but not yet in Head Start or early childhood education programs, have disabilities, or are English learners, while also allowing for sliding scale fees for enrollment except for specific student groups. Additionally, the bill adjusts the alternative learning experience (ALE) adjustment for calculating local effort assistance funding for school districts, reducing the threshold from 33% to 25% of average full-time equivalent enrollment, and extends the inflation adjustment for national board certification bonuses through the 2025-26 school year. Finally, it temporarily adjusts the maximum full-time equivalent (FTE) enrollment for students participating in Running Start programs to 1.3 FTE for the 2026-27 and 2027-28 school years, down from the usual 1.4 FTE.
