This bill amends existing law to grant the Administrative Office of Courts and its director expanded authority regarding judicial education. Specifically, it allows them to direct the use of funds for the continuing education of judges and court staff, and to pay for their expenses when attending educational events. Crucially, the bill authorizes the creation and use of a nonprofit entity, defined by federal tax law (26 U.S.C. § 501(c)(3)) as an organization exempt from federal income tax, to develop, manage, and fund judicial education programs. This nonprofit can accept private donations, hold these funds outside the State Treasury provided they are independently audited, and can be housed and staffed by the Administrative Office of Courts. The bill also allows for state funds to be transferred to this nonprofit for educational purposes and states that any actions taken by the Administrative Office of Courts in line with these changes are confirmed, with the act taking effect on May 1, 2026.
