This bill requires the Department of Education to allow homeschooled students, starting with the 2026-2027 school year, to participate in public high school extracurricular activities, such as sports, academic competitions, music, drama, and clubs, if they would otherwise be eligible to attend that public high school based on their address. To participate, homeschooled students must provide documentation of their homeschooling status, including a notice of intent to home educate and an annual progress report, and comply with academic eligibility standards, vaccination and physical examination requirements, have health insurance or liability coverage, and submit a liability waiver signed by a parent or guardian. They must also adhere to the same codes of conduct, rules, and tryout procedures as enrolled students, including athletic eligibility and transfer rules, and participation is subject to program availability and capacity, with enrolled students potentially being prioritized. The Department of Education will establish rules for implementation, including standardized forms and procedures, and each school complex area and high school will designate a person to manage this process.
