This bill authorizes the director of finance to issue general obligation bonds, which are loans backed by the government, totaling $5,400,000 to fund specific capital improvement projects for the thirty-first representative district during the fiscal year 2026-2027. These projects include the construction of a multipurpose innovation center phase 2 at Moanalua elementary school for $2,900,000, the planning, land acquisition, design, construction, and equipment for a covered basketball court with security fencing at Salt Lake elementary school for $250,000, the installation of a jumbotron scoreboard for the athletic stadium at Admiral Arthur W. Radford high school for $500,000, and the replacement of central air conditioning equipment and related infrastructure at Moanalua high school for $1,750,000, with all funds to be managed by the department of education. The appropriations will not expire at the end of the fiscal year but will lapse on June 30, 2028, if not fully used, and the act will take effect on July 1, 2026.
