Bill Summary

Repeals the prohibition placed on certain employees exempt from Civil Service Law from grieving a suspension or discharge. Allows any employee who is a member of an appropriate bargaining unit to grieve any disciplinary action, unless the collective bargaining agreement specifically provides otherwise. Effective 7/1/3000. (HD1)

AI Summary

This bill amends existing law to allow any public employee who is part of a recognized union, or "appropriate bargaining unit," to file a formal complaint, or "grieve," any disciplinary action taken against them, including suspensions or terminations, unless their specific union contract, or "collective bargaining agreement," explicitly states otherwise; this change specifically removes a previous restriction that prevented employees in certain management or policy-making positions, who were exempt from the Civil Service Law (chapter 76), from grieving these actions unless their contract allowed it.
