This bill allows state departments, divisions, and agencies to choose to handle their own hiring and recruitment for vacant civil service positions, meaning they can manage tasks like writing job descriptions, accepting applications, reviewing qualifications, interviewing candidates, and making direct hiring decisions, instead of relying on the Department of Human Resources Development (DHRD) for these functions. To do this, these entities must notify the DHRD in writing and ensure their hiring processes comply with existing state laws and DHRD policies, with this option becoming effective for hiring activities initiated after June 30th and remaining in effect until the agency decides to cancel it. The DHRD is required to create rules to implement these changes, and this bill also repeals an existing law that allowed state agencies to conduct their own minimum qualification reviews of applicants, consolidating these responsibilities under the new election process.
