Bill Summary

Requires the development of transit-supportive densities to be allowed in any county-designated transit-oriented development area. Prohibits the counties from enacting an ordinance, rule, regulation, development standard, zoning provision, or other land use control that restricts the development of transit-supportive densities. Effective 7/1/3000. (HD1)

AI Summary

This bill requires that any area designated by a county as a transit-oriented development area must allow for "transit-supportive densities," which refers to the level of development that can be supported by public transportation. Importantly, counties are prohibited from creating any rules, zoning regulations, or other land use controls that would prevent or limit the development of these transit-supportive densities within these designated areas, and any existing rules that conflict with this provision will be considered invalid. The bill also clarifies that "county-designated transit-oriented development area" and "transit-supportive density" have specific meanings defined in other sections of Hawaii's laws, and it is set to take effect in the year 3000.
