This concurrent resolution requests the Department of Labor and Industrial Relations to study the feasibility of creating a Hawaii Workforce Excellence Award Program, inspired by the French "Meilleur Ouvrier de France" (Best Craftsman of France) competition, which recognizes and revitalizes traditional crafts. The study will assess how such a program could preserve Hawaii's rich history of skilled artisans, promote generational knowledge transfer, diversify the state's economy by highlighting alternative career paths, and encourage participation in traditional crafts and trades. The department is also asked to identify key industries and crafts to include, determine cost-effective implementation methods, and submit a report with recommendations, including any proposed legislation, to the Legislature by early 2027.
