These expanded voting methods can be implemented by the board at its discretion, especially during declared states of emergency, or when approved by a special rule of order or the written consent of a majority of unit owners. The bill also specifies that mail voting can include electronic transmission as long as it's a complete reproduction of the original, and defines "electronic voting" as sending or receiving votes electronically. Importantly, proxies are not permitted for voting conducted without a meeting, and associations must implement measures to verify voter eligibility.
