AI Summary

This bill amends existing Hawaii law to allow for arbitration to resolve disagreements regarding the amounts that the State and counties contribute to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF), which provides health and life insurance benefits for public employees. Specifically, it removes a previous prohibition that prevented arbitration from being used to settle disputes over these contribution amounts and also repeals a restriction that barred union members from striking over this issue. The bill also makes technical changes to language regarding how agreements are finalized and submitted for funding.
