This bill repeals school impact fees, which are charges levied on new developments to help fund school facilities needed for growing student populations, and abolishes certain "fair share contribution accounts," which are funds collected from developers to contribute to school infrastructure. The unencumbered balances from these abolished accounts will be transferred to the School Facilities Special Fund, a state fund designated for school facilities. The bill also makes changes to how money is deposited into this special fund and specifies that any remaining balances from the abolished school impact fee subaccounts must be used within the original school impact district or refunded to the developer if collected as a fee in lieu. This legislation is intended to reduce development costs and encourage housing construction by removing these fees, with an effective date of July 1, 3000.
