AI Summary

This bill aims to increase funding for state highway projects by authorizing additional bonding authority for the State Transportation Commission, which oversees highway infrastructure. To help finance these projects, the bill will increase the weight distance tax for motor vehicles other than buses, which is a tax based on the weight of a vehicle and the distance it travels, and also raise registration fees for passenger vehicles. Additionally, new annual registration fees will be imposed on electric and plug-in hybrid electric vehicles, with these additional fees being directed to the State Road Fund, which is dedicated to highway maintenance and construction. The bill also mandates that the Department of Transportation include a report in its annual budget request detailing how highway projects financed by bonds are selected and prioritized, and it adjusts how certain motor vehicle fees are distributed.
