This bill requires each county board of education in Maryland to ensure that all public schools regularly restock dispensers in women's restrooms with menstrual hygiene products, which are defined as size-appropriate tampons or sanitary napkins. This means that schools must not only provide these essential items for free to students but also make sure the dispensers are kept full to guarantee availability. The bill also mandates that middle and high schools install these dispensers in at least two women's restrooms by October 1, 2022, and in all women's restrooms by August 1, 2025, while elementary schools must have them in at least one restroom by October 1, 2022. To help cover the costs of purchasing and installing these dispensers, the State will reimburse county boards, with specific deadlines for reimbursement requests and a $500,000 appropriation for fiscal year 2023. The entire act is set to take effect on July 1, 2026.
