This bill mandates that by July 1, 2029, the State Highway Administration must install traffic control devices, such as signs or signals, at intersections on state highways within designated "urban cores" and "urban centers" that prohibit vehicles from making a right turn on a steady red light, a practice commonly known as "no turn on red." A "traffic control device" is defined as any sign, signal, marking, or device placed by an authorized public body to regulate, warn, or guide traffic, and a "traffic control signal" is a specific type of traffic control device that directs traffic to stop and proceed. However, the Administration has the discretion to forgo installing these "no turn on red" restrictions at a particular intersection if it determines that doing so would significantly jeopardize public safety. This change amends existing law that currently allows right turns on red unless a sign prohibits it.
