This bill, known as the "Mississippi School Resource Officers School Safety Act," establishes a program to fund school security officers, referred to as School Resource Officers (SROs), at every school campus. The Mississippi Department of Public Safety (Department) will administer this program, providing financial assistance to local law enforcement agencies and school governing bodies to cover the costs of employing SROs, including their salaries, benefits, training, and equipment. To receive these funds, local law enforcement agencies and school governing bodies must jointly apply to the Department, detailing the number of schools, proposed SRO salaries, and other relevant information. A crucial requirement is the establishment of a Memorandum of Understanding (MOU) or interlocal agreement between the law enforcement agency and the school governing body, outlining their respective roles and responsibilities, and ensuring SROs are official employees of the local law enforcement agency. The bill also creates the "Mississippi School Resource Officers School Safety Fund" as a dedicated state treasury fund to hold and disburse these monies, with a small percentage allowed for the Department's administrative costs. Additionally, the bill amends existing law to mandate that SROs maintain an active and visible presence on campus during school hours and specifies their duties when school is not in session, while also preventing them from being reassigned from their school duties during school hours unless an emergency is declared by their supervisor.
