This bill requires "industrial integrators," which are large corporations that control the entire livestock supply chain from farm to market, to create and submit an annual disaster mitigation plan to the Department of Health and Human Services. A "disaster event" is defined as an infectious disease outbreak, such as avian influenza or other zoonotic diseases, a natural disaster, or any other event that significantly disrupts normal operations and public health. The plan must outline how these companies will coordinate and communicate with local health departments, hospitals, emergency responders, veterinary clinics, livestock transportation companies, other nearby animal feeding facilities, and local mayors during a disaster. It also needs to detail how the company will notify and work with these entities, acquire and distribute personal protective equipment for workers and responders, and implement measures to prevent and control the spread of infectious diseases, including isolating affected animals and reducing transmission between facilities.
