This bill requires electric public service corporations in Arizona to submit an integrated resource plan to the Corporation Commission (the "commission") every three years for review and approval, which will project energy demand for the next fifteen years, detail existing and planned electric generation plants, identify potential new generation sources, and analyze the capital and operating expenditures, reliability, and potential carbon emissions of these options. The commission must obtain an independent third-party evaluation of the plan before approving or denying it, and this evaluation will verify the utility's information, present alternative analyses, and make recommendations on the most cost-effective and reliable combination of generation sources. While commission approval of a plan is not binding on future rate cases, an approved plan will serve as evidence of known conditions unless new information arises, and the bill also prohibits utility compensation policies that conflict with their obligation to provide safe, reliable, and affordable service.
