AI Summary
This bill mandates that by July 1, 2029, at least 75% of general funds appropriated for the operating expenses of Mississippi's state institutions of higher learning must be distributed through a new performance-based funding model developed by the Board of Trustees of State Institutions of Higher Learning. This model will include a base appropriation for stability and a performance-based allocation tied to measurable outcomes such as student degree completion rates within specific timeframes, community college transfer success, post-graduation employment or continuing education, and the production of graduates in fields critical to the state's workforce needs. The bill also specifies that a portion of these funds, up to 10%, will be held back and distributed or withheld based on institutional performance, and that the Board must establish performance standards, scoring thresholds, and metric values by June 20, 2026, with full implementation of the model by July 1, 2029. Additionally, the bill prohibits individuals subject to certain registration requirements from residing in campus housing and requires the Board to continuously monitor institutional performance, identify at-risk institutions, and report annually to the Legislature on the funding model's outcomes.
