This bill directs the education department, in collaboration with the department of labor, to conduct a comprehensive study of the Hudson Valley labor force region to assess whether the current regional cost index values used in the public school foundation aid formula are appropriate. The study will specifically examine the geographic cost variations within the Hudson Valley and consider whether counties like Putnam and Rockland should be moved from the Hudson Valley region to the Long Island/New York City region, reviewing labor costs in both areas. Additionally, the education department will investigate construction costs and the potential impact of an updated cost index on public school building aid reimbursement. The findings, conclusions, and recommendations from this study are to be reported to the governor and legislative leaders by April 1, 2027, and the act takes effect immediately.
