A BILL To support a broad and diverse interdisciplinary research community for the advancement of artificial intelligence (AI) and AI-powered innovation through partnerships and capacity building at certain institutions of higher education and other institutions to expand AI capacity in populations historically underrepresented in STEM, and for other purposes.

This bill, titled the "Expanding AI Voices through Capacity Building Act" or "Expanding AI Voices Act," aims to bolster artificial intelligence (AI) research, education, and workforce development by providing funding to institutions that are not among the top 100 in federal research and development expenditures, as well as to Historically Black Colleges and Universities (HBCUs), Minority-Serving Institutions (MSIs), and Tribal Colleges or Universities. The National Science Foundation (NSF) will administer competitive grants to these eligible institutions and nonprofit organizations to expand their capacity in AI. These funds can be used for developing AI research programs, recruiting and training faculty in AI, creating programs to prepare students for graduate studies in AI, providing access to research resources like computing power and data, fostering collaborations between academia, industry, and government, and integrating ethical AI practices into educational programs. The NSF will also conduct outreach to encourage applications from these institutions and ensure that the funded activities complement, rather than duplicate, existing programs, with a particular focus on engaging individuals from underserved communities and those historically underrepresented in Science, Technology, Engineering, and Mathematics (STEM).
