This bill repeals the existing Education Achievement Council and establishes the Mississippi Postsecondary Attainment Council (M-PAC) to set state goals and strategies for increasing postsecondary attainment, which is defined as obtaining a workforce certification, industry credential, or academic degree leading to employment. M-PAC will consist of 25 voting members representing academic institutions, private businesses, and state government, including various commissioners, directors, presidents, and legislative chairs, with the goal of fostering collaboration between education, workforce, and economic development leaders to improve Mississippi's economy and quality of life. The council will be supported by staff from the Office of Workforce Development and other educational entities, will produce annual progress reports and a public scorecard using data from the State Longitudinal Data System (SLDS), and its legislative members will receive per diem and reimbursement for expenses, while non-legislative members will serve without compensation but may be reimbursed for travel.
