This bill revises rules for student transportation in Mississippi, allowing local school boards to enter into agreements with emergency officials for the use of school buses during declared emergencies or natural disasters, as long as it doesn't disrupt regular student transport. It also updates regulations for using vehicles other than school buses, such as passenger cars or multipurpose passenger vehicles, to transport students for school-related functions. These vehicles must now meet Federal Motor Vehicle Safety Standards for school buses if they are designed to carry between ten and fifteen passengers, including the driver, and while a commercial driver's license is generally not required for these vehicles if they carry fewer than sixteen passengers, specific conditions apply. The bill also clarifies that students cannot drive these vehicles on public roads and sets requirements for drivers, including holding a valid license and adhering to the school district's safe driver plan.
