This bill amends West Virginia Code §61-6-19 to allow individuals licensed to carry a concealed handgun, as per §61-7-4, to carry their firearms on the grounds and within the Capitol building, with the requirement to show their permit and handgun upon entry if requested. However, concealed handguns are prohibited in the Governor's office and the chambers of the Supreme Court, including specific floors of the East wing, and the State Senate and House of Delegates can establish their own rules for firearms in their respective chambers. The bill also clarifies that while open carry of deadly weapons is generally unlawful on the State Capitol Complex, individuals can keep a firearm locked and out of view in their vehicle, and it limits the size of pepper spray canisters allowed to one ounce.
