This bill amends existing Iowa law to prohibit school districts, charter schools, and innovation zone schools from providing any program, curriculum, test, survey, questionnaire, promotion, or instruction related to "gender theory" (concepts concerning gender identity and expression) or "sexual orientation" (a person's romantic and/or sexual attraction to others) to students in grades seven through twelve. This expands the current prohibition, which already applies to these topics for students in kindergarten through grade six, to cover all K-12 students. The bill also modifies existing language about human growth and development instruction to ensure it is subject to this new prohibition, meaning such instruction, even if age-appropriate and research-based, cannot incorporate elements related to gender theory or sexual orientation for students in grades seven through twelve.
