This bill, known as the "Claiborne County Risk Compensation Fund Act," establishes a special fund in the State Treasury to support Claiborne County, which hosts the Grand Gulf Nuclear Power Plant, by addressing the unique environmental and safety risks it faces. The fund will be administered by the Department of Revenue and will receive fifteen percent of revenue collected from nuclear in lieu tax contributions, as well as contributions from electrical utilities that benefit from the Grand Gulf Nuclear Power Plant, calculated per kilowatt-hour of electricity produced and a percentage of the plant's assessed value. Monies from this fund are designated for public safety initiatives, healthcare facilities and services, educational programs, and infrastructure improvements within Claiborne County. To oversee the fund, an advisory committee will be created, composed of local officials, a public health professional, a representative from Entergy Corporation, and a public member, responsible for developing budgets, approving funding requests, and submitting annual reports. Furthermore, recipients of fund money must provide quarterly reports on its use, and the Department of Revenue will conduct an independent audit of the fund every three years. The bill also amends existing law to ensure that fifteen percent of the revenue collected from nuclear in lieu tax contributions is specifically directed to this new Risk Compensation Fund for Claiborne County.
