AI Summary

This bill establishes a Study Committee on Mathematical Literacy to examine and propose ways to improve math skills for kindergarten through third-grade students in public schools, aiming to ensure all students can read at or above grade level by the end of third grade. The committee will review the current math curriculum, assess how the Literacy-Based Promotion Act (a law focused on reading proficiency) can be applied to math education, evaluate the cost of expanding a state program that uses "data coaches" (specialized staff who help analyze student data to improve instruction) for math literacy, and develop recommendations for legislative or administrative changes. The committee will consist of eleven members, including the State Superintendent of Education, three senators, three representatives, and the chairs and vice-chairs of the Senate and House Education Committees. The State Department of Education will provide staff support, and the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER), a legislative oversight body, may offer additional assistance if resources allow. The committee is required to report its findings and recommendations to the Legislature by December 1, 2026, and will be dissolved on January 1, 2027, or after submitting its final report, whichever comes first. Legislative members will receive compensation and expense reimbursement, while non-legislative members will serve without pay but can be reimbursed for travel expenses.
