This bill amends existing law to allow school entities, which include school districts, intermediate units, area career and technical schools, charter schools, cyber charter schools, and regional charter schools, to apply for grants to fund later start times for their secondary schools, defined as schools providing instruction in grades seven through twelve or any combination thereof. Specifically, the bill modifies the School Safety and Security Grant Program to include costs associated with planning, implementing, or operating a later school start time, provided the school entity adopts a policy to implement a secondary school instructional day start time no earlier than 8:30 a.m. that occurs at least 15 minutes later than the current start time. Before adopting such a policy, the governing body must inform its community about the health, safety, and academic impacts of sleep deprivation on adolescents and the benefits of later start times, and discuss local strategies for implementation. The Department of Education will also provide guidance and support to school entities exploring these changes and conducting public awareness campaigns.
