This bill establishes a Medicaid eligibility reporting program to be implemented and managed by the Division of Medicaid, which is the state agency responsible for administering the Medicaid program, a government health insurance program for low-income individuals and families. The Division is authorized to enter into agreements, create rules, set fees, and implement special programs like waivers and managed care plans to serve eligible recipients. Crucially, the Division must maintain the confidentiality of applicant and recipient information, using it only for program administration or as allowed by federal law. Furthermore, the Division is required to produce an annual report, submitted electronically to the Governor and Legislature by December 1st each year, detailing various aspects of the Medicaid program's operations, including application approval and denial rates, eligibility determination statistics, reasons for case closures, enrollment breakdowns by category and location, renewal processing, application processing times, re-enrollment rates, and data on client calls and fair hearing requests. This bill will become effective on July 1, 2026.
