This bill mandates that all public and private elementary and secondary schools, excluding homeschools, must conduct an annual pressure test on their natural gas piping systems, performed by a qualified plumber, to ensure the system maintains normal operating pressure. The results of this test must be reported to the school's natural gas supplier, who is defined as any individual or company selling and delivering natural gas to the facility, before the start of each school year, or by July 1st for schools on a year-round calendar. If a test reveals hazardous gas leakage, or if a required test is not performed, the supplier must discontinue service to the school, though they are not liable for damages in the latter case for non-school district facilities. Leakage detected in public school facilities must be reported to the State Department of Education, while leakage in other schools is reported to the person responsible for the facility. The Mississippi Public Service Commission, the state agency responsible for natural gas pipeline safety, will establish rules for these tests by December 31, 2026, with the new requirements taking effect for the 2027-2028 school year, and may allow regulated natural gas utilities to offer financial assistance to schools for compliance.
