This bill amends existing Idaho law to provide exceptions and clarifications for slow-moving vehicles, which are defined as vehicles designed to travel at speeds under twenty-five miles per hour, such as farm tractors or construction equipment. Specifically, it allows operators of these slow-moving vehicles, farm tractors, construction equipment, or implements of husbandry (which are tools or machines used in farming) to remain on the roadway without immediately pulling over to let traffic pass if they determine, based on road conditions, equipment size, and safety, that there is no safe or appropriately sized location to do so. Additionally, the bill revises the conditions under which drivers of vehicles traveling slower than the normal speed of traffic, including slow-moving vehicles, farm tractors, construction equipment, or implements of husbandry, must pull over on a two-lane highway outside of an urban area when three or more vehicles are lined up behind them, clarifying that this applies to a broader range of slow-moving vehicles. The bill also includes an emergency clause, making these changes effective on July 1, 2026.
