This resolution proposes a constitutional amendment to create a Commission on Redistricting in Nebraska, which will be responsible for drawing the boundaries of election districts for federal and state offices. Every ten years, starting in 2031, the Legislature will establish a screening committee of nine members, with no more than five from the same political party, to appoint this nine-member Commission on Redistricting. The commission will consist of three registered voters from the largest political party, three from the second largest, and three unaffiliated voters, all of whom must meet strict eligibility requirements, including not having changed their political affiliation recently and not holding certain government or political party positions. The commission will be tasked with drawing and recommending district maps to the Legislature by August 1st of the redistricting year, following criteria such as compliance with federal law, contiguous districts, equal population, and avoiding racial or language-based discrimination, while also aiming to minimize the division of local boundaries and not intentionally favor any party or incumbent. The Legislature will then have the final say on approving these maps, and if rejected, the commission will redraw them. All proceedings will be public, and any registered voter can take legal action to ensure compliance with these new redistricting rules.
