This bill establishes a special license plate for Real Access Motivates Progress, a 501(c)(3) nonprofit organization, which means it's a tax-exempt organization that operates for charitable purposes. The bill allows the division of motor vehicles to issue these special plates, which will feature a design created by Real Access Motivates Progress in collaboration with the division and approved by the Rhode Island state police. To get these plates, there's a requirement for a minimum number of prepaid orders, and the plates will be subject to the regular registration fee plus a $40 issuance surcharge, with $20 going to the general fund and $20 to Real Access Motivates Progress to support accessibility programs. Subsequent renewals will have a $10 surcharge that also goes to the organization. Real Access Motivates Progress must use any Rhode Island-sourced funds from these plates for the benefit of Rhode Island-based charitable organizations and will need to submit an annual accounting report before receiving these funds. This act will become effective six months after it is passed.
