This bill amends existing law to expand instruction on human development, requiring that beginning with the 2027-2028 school year, each Local Education Agency (LEA), which refers to a local school board or charter school governing board, must ensure that human development instruction includes a high-definition video of at least three minutes. This video must show the process of fertilization and each stage of human development inside the uterus, noting conceptual age and significant developmental markers until birth, and may include an ultrasound showing early fetal development of vital organs, provided the video is approved by the state board from an organization offering it for free. The state board will publish a list of approved videos on its website, and LEAs or schools must make these instructional materials available to parents upon request, with each LEA needing to provide an annual assurance of compliance to the state board.
