This bill establishes a Solar Siting Advisory Taskforce to expedite and provide technical assistance for the development of solar energy systems on state-owned property, including parking areas of public and municipal buildings and areas along interstate rights of way, which are defined as undeveloped areas on highway medians, off ramps, and interchanges. The taskforce will consist of nine members, including representatives from various state departments, the public utilities commission, an electric distribution company, and individuals with solar energy system experience. Its purpose is to offer recommendations and guidance to state agencies for installing solar energy systems on "eligible property" (state-owned land suitable for solar development) and to suggest ways to advance successful installations. The taskforce is required to submit an annual report, including a cost-benefit analysis of solar energy system implementation on eligible properties, and will cease to exist on September 8, 2029. This act takes effect immediately upon passage.
