AI Summary
This bill enacts major components of legislation to implement the state's education, labor, housing, and family assistance budget for the 2026-2027 fiscal year, addressing various aspects of education funding and policy, including modifications to "contracts for excellence" (agreements between school districts and the state outlining how certain funds will be used for educational improvement), adjustments to "foundation aid" (the primary state funding mechanism for school districts), and the apportionment of aid for universal prekindergarten programs, which now includes provisions for both four-year-old and three-year-old children. It also introduces new provisions for renewable energy projects in schools, updates eligibility for the New York Opportunity Promise Scholarship, clarifies certificate of residence policies for community colleges, and adjusts tuition rates for non-resident students at SUNY and CUNY. Furthermore, the bill expands eligibility for the Master's-in-Education Teacher Incentive Scholarship to early childhood educators, establishes a New York State Music Grant Fund, modifies child care provider registration and training requirements, adjusts payment standards for certain expenses for adoptive parents, authorizes body scanner utilization in detention and youth justice facilities, extends the effectiveness of provisions related to the reorganization of the New York City school system, increases standards of need for aged, blind, and disabled individuals living in the community, allocates reserves from the mortgage insurance fund for housing purposes, increases the number of permissible land banks, and enacts a tax abatement for alterations and improvements to multiple dwellings to preserve affordable housing, while also creating a new felony for aggravated harassment of rent-regulated tenants.
