This bill authorizes the State Board for Community Colleges, which oversees Virginia's community college system, to purchase approximately 4.8 acres of land and an existing facility adjacent to the Laurel Ridge Community College campus. This acquisition will be from the Laurel Ridge Community College Educational Foundation, with the purchase price set below the property's appraised fair market value, effectively making it a partial gift to the Commonwealth. The funds for this purchase must come from non-state general funds, such as auxiliary enterprise reserves or revenues from noncredit workforce programs, and not from general fund or capital outlay appropriations. Once acquired, the property and its improvements will become state-owned facilities managed by the State Board, eligible for inclusion in the Virginia Community College System's capital outlay program and state maintenance reserve support. The existing facility will continue to support student services and will be renovated by Laurel Ridge Community College, using available state or non-state funds, to house instruction and workforce training programs in fields like healthcare, information technology, and skilled trades. The State Board is empowered to sign all necessary documents to complete this acquisition.
