Bill Summary

This bill relates to area education agency (AEA) employee access to student records. The bill provides that school districts are required to allow an AEA employee who provides services to students to access any school district records related to such students to the extent necessary for the employee to maximize the effectiveness of the services provided by the employee to such students. If there is a dispute between the school district and the AEA employee related to whether the school district should allow the AEA employee to access a school district record, the school district is required to allow the AEA employee to access the record if either the director of special education of the AEA or the special education director of the school district directs the school district to do so.
