This bill appropriates funds for the state's debt service and lease purchase payments, as well as other special contractual obligations for the fiscal year beginning April 1, 2026. It allocates over $9 billion to the General Debt Service Fund for principal, interest, and related expenses on various types of state bonds, including general obligation bonds for projects like pure waters, transportation, and schools, as well as revenue bond obligations tied to personal income tax and sales tax. Additionally, it provides funds for special contractual obligations such as payments to the City University Construction Fund for college facilities and to the Gateway Development Commission for infrastructure projects, along with associated administrative and capital expenses. The bill also earmarks funds for debt service related to health facilities, capital facilities for special act school districts and other educational institutions, and includes a significant appropriation from the Debt Reduction Reserve Fund for retiring or defeasing bonds and supporting capital projects. Finally, it allocates funds from the General Fund for rebates to the federal government to maintain the tax-exempt status of interest on state obligations and for redeeming general obligation bonds, as well as a substantial amount for state-supported debt service payments and interest rate exchange agreements.
