This bill modifies the appointment process for the nine voting members of the Tennessee Higher Education Commission (THEC), distributing the appointment authority equally among the Governor, the Speaker of the Senate, and the Speaker of the House of Representatives, with each appointing three members. It also introduces new definitions and requirements related to tuition and fees at public higher education institutions, including defining "on-time graduation" as completing a degree within four academic years for university students and three years for community college students, and requiring THEC to set target on-time graduation rates. The bill allows THEC to approve separate tuition and fee increases for institutions that demonstrate positive growth in their on-time graduation rates, caps tuition for online undergraduate courses to be no more than 75% higher than comparable in-person courses if no in-person option exists, and mandates that university boards develop policies by July 1, 2026, on how out-of-state tuition revenue will be used to offset costs for in-state students.
