This bill modifies the appointment process for the nine voting members of the Tennessee Higher Education Commission (THEC), distributing the appointment authority equally among the Governor, the Speaker of the Senate, and the Speaker of the House of Representatives, with each appointing three members. It also introduces new definitions and requirements related to higher education, including defining "on-time graduation" as completing a degree within four academic years for university students or two academic years for community college students, and requiring THEC to establish target on-time graduation rates.
