This bill requires the Mississippi Department of Human Services to apply for a federal waiver from the United States Department of Agriculture (USDA) to prevent individuals from purchasing candy or soft drinks with Supplemental Nutrition Assistance Program (SNAP) benefits, which is a federal program designed to help low-income individuals and families buy food. The bill defines "candy" as sugar-based confections without flour or that don't require refrigeration, and "soft drinks" as non-alcoholic sweetened beverages excluding milk-based drinks, soy or rice substitutes, or those with more than 50% fruit or vegetable juice. If the initial waiver request is denied or expires, the Department must reapply annually until it is granted, with the first request due within 90 days of the bill's enactment.
