This bill adjusts how the state funds special education by changing the definition of "extraordinary costs" for fiscal years 2028 and 2029, meaning the threshold for what the state considers an unusually high cost for a special education student will be lower in those years. Specifically, in FY 2028, extraordinary costs will be those exceeding three and a half times the core foundation amount (which includes core instruction and student success amounts), and in FY 2029, it will be costs exceeding three times the core foundation amount. The bill also ensures that if special education students move into a school district after that district has already approved its budget for the year, additional funds will be provided in the following fiscal year to cover the excess costs associated with these new students. The bill takes effect immediately upon being passed.
