This bill establishes a permanent joint committee within the General Assembly, composed of eleven members (six from the House of Representatives and five from the Senate), to oversee the Department of Children, Youth and Families (DCYF). The committee will be responsible for consulting with agencies that deal with the DCYF, reporting its findings and recommendations to the General Assembly at least annually, and can contract for technical assistance if needed. Importantly, all bills and resolutions concerning the DCYF will be referred to this new joint committee for review. The committee will select its own officers, including a chairperson, vice-chairperson, and secretary, and will require a majority of its members to be present to conduct business. This act will become effective immediately upon its passage.
