This bill amends Louisiana Revised Statute 17:8.8(E) to provide a new process for teacher certification appeals, specifically allowing the state superintendent of education to override a denial by the Teacher Certification Appeals Council if the denial was due to circumstances beyond the applicant's control, as long as the certification would not conflict with state or federal law. The Teacher Certification Appeals Council is responsible for reviewing applications and submitting findings to the board, and their decisions are generally final, but this bill introduces an exception to that finality. Furthermore, this change will apply both to future denials and retroactively to any denials made by the council between January 1, 2025, and the bill's effective date.
