This bill establishes a new registration system for electricians in Arizona, overseen by the registrar of contractors, to enhance public safety. It defines key terms such as "apprentice" (someone supervised by a journeyman electrician performing electrical work), "electrical work" (tasks related to installing, maintaining, or repairing electrical systems), "electrician" (anyone performing electrical work), and "journeyman electrician" (a registered electrician with advanced qualifications). Under this new system, individuals must be registered as an electrician to perform electrical work, requiring them to complete 24 hours of continuing education every three years on topics like the national electrical code and electrical safety, and pay a fee, with potential waivers for military veterans and those facing hardship. Registered electricians must be directly supervised by a journeyman electrician and cannot supervise apprentices. To become a journeyman electrician, individuals must be at least 18 years old, have completed an approved apprenticeship program with at least 8,000 hours of on-the-job training and 576 hours of classroom instruction, or have 8,000 hours of verifiable electrical work experience under a registered journeyman electrician and 576 hours of related education, and pass a written exam covering electrical codes, theory, and safety, in addition to paying application and examination fees. Journeyman electricians can perform electrical work without direct supervision and can supervise up to three apprentices. The registrar will also approve continuing education courses and adopt rules to implement these registration and education requirements, prioritizing public safety.
